Three Steps to Determine an Optimal NEVI Site

Now that the U.S. federal government has approved all state plans for the National Electric Vehicle Infrastructure (NEVI) Program, states are quickly ramping up towards accepting project proposals and investing hundreds of millions of dollars in electric vehicle (EV) charging infrastructure along their “Alternative Fuel Corridors.” While this blog post is meant to cover the details of what constitutes an optimal NEVI site, please reference FreeWire’s NEVI Landing Page for a high-level overview of the NEVI Program and funding opportunities.


Step 1 – Determine if your site is within one mile of an Alternative Fuel Corridor

Alternative Fuel Corridors are established by the Federal Highway Administration (FHWA) and will be the primary objective for investment in EV charging infrastructure under the NEVI Program. The U.S Department of Transportation released an open-source tool that lets users input their address to determine if their site is in proximity to an Alternative Fuel Corridor.

Step 2 – Determine if your site is filling in a gap along an Alternative Fuel Corridor or if NEVI Compliant stations already exist in the area

You have now determined that your site is located on an Alternative Fuel Corridor. However, additional factors indicate if your site complies with the minimum NEVI requirements. As stated in the NEVI Program guidelines, a primary objective for NEVI is to deploy EV charging infrastructure every 50 miles along a state’s designated corridors and within one travel mile of the corridor. One way to determine if your site is in a desirable location for NEVI funding is to use the Department of Energy’s Alternative Fueling Station Locator. States aim to fill gaps with NEVI funding, so if your site is located in an area without much existing EV charging infrastructure, you may have a valuable location.

Step 3 – Determine if Your Sites can Accommodate EV Charging Infrastructure

The final step in determining whether you have an attractive site for the NEVI program is to determine if your site can accommodate EV charging stations that meet the minimum requirements under the NEVI Program. Below are the high-level requirements for a NEVI-compliant EV charging site:

Requirement Description
Site Amenities Ideally, the site should be able to provide 24/7 access to restrooms, shelter, and WiFi.
Parking Spaces Four DCFC stations will require anywhere from 5-8 parking spaces depending on the site layout. ADA compliance and other permitting requirements will also need to be addressed and factored into the site design.
Electrical Infrastructure To meet the high power demands of EV drivers, site hosts need to consider the power availability at their site as an initial step. Many fast charging systems require 480-volt grid power, and if this power is not already available on site a customer will have to work with the utility to bring in new electrical service, which can often add significant time and cost.
